안녕하십니까.
평소 본 연구소에 깊은 애정과 관심을 보내주시는 여러분께 감사의 말씀을 전합니다. 본 연구소는 미국 워싱턴 D.C. 소재 Mansfield Center for Pacific Affairs와 공동으로 「한국에서의 법의 지배」에 관한 세미나를 개최하고자 합니다. 이 세미나는 아시아 각국의 「법의 지배」의 현실을 파악하기 위한 프로젝트의 일환으로 작년 일본과 중국에서의 회의에 이어 금년에 한국에서 회의를 갖기로 한 것입니다. 이 프로젝트의 한국 측 파트너로서 경남대 극동문제연구소가 MCPA와 공동으로 세미나를 개최하기로 하였습니다. 이번 세미나에서는 80년대 중반 민주화 이후 우리 사회 각 영역에서 「법의 지배」가 어떠한 모습으로 구현되고 있는가를 살펴보고자 합니다. 우리 사회는 지난 10-20년 동안 많은 변화를 겪어 왔습니다. 민주화와 세계화는 그 간의 변화를 대변해주는 대표적인 표현들입니다. 이러한 변화를 사회 각 영역으로 나누어 그 영역별로 법의 관점에서 「법의 지배」를 실현해 가는 과정과 그 문제점을 중심으로 살펴보고자 합니다. 이러한 논의는 우리 사회의 「법의 지배」의 현 주소를 파악하고 앞으로의 전망과 발전을 위한 대안을 제시하는데 중요한 자료가 되리라고 봅니다.
